18/058 Chairman’s remarks.
Cllr CS introduced Sheryl Fraser who had come to listen with a view to potentially becoming a Councillor.
18/059 Apologies for absence and reasons given.
Cllr M Brooks emailed apologies as he was at a Borough Council meeting, however the message was not seen until after the meeting
18/060 To receive any declarations of interest in accordance with the Localism Act 2011.
Cllr JW declared an interest in School Buildings and Grounds
18/061 Police report.
No police present or report received.
18/062 Draft minutes of the meetings held on 17.09.18 & 31-10-18 to be confirmed and signed as minutes.
It was resolved to accept the above notes as minutes. They were confirmed and signed by the Chairman.

18/066 Clerks report.
Certificate of Exemption submitted to External Auditors and confirmation email received.
Footpath No 1 – reported to Highways department, 29/10/18 chased for response - received a call to say the farmer had been written to and told must leave a pathway in future.
One of the Councillors has walked the pathway and it is inaccessible in some areas due to spoil from the IDB and there is concrete hidden within the grass in the gateway at the entrance. It was resolved that this should be reported to Lincs County Council
Sutterton Drove lights, 31/10/18 Chased BBC, who have not had a response from the contractor yet but will chase it up
School Visit – emailed to arrange a date – Tracey rang to ask how many wish to attend, and which days would be preferable. It is likely to be 4pm once the pupils have left.
Attended Clerks training at BBC, which covered Procurement of Grass Cutting, Transparency regulations, which highlighted some areas for improvement,

Action: Clerk to arrange visit with the School, Clerk to report pathway to Lincs County Council
18/067 Churchyard Maintenance
Cllr CS will no longer be able to maintain the grass in the church yard so it was resolved that someone would need to be found for next year.
Action: Cllr EG to speak to resident who previously showed an interest in undertaking this
18/068 Children’s Safety on the Roads
The Councillors confirmed that no more concerns had been raised regarding children playing on the roads as it was now dark in the evenings.
Action: None
18/069 Street light repairs
The Clerk confirmed that she has now received a quote for replacing only the lights and not the poles as per the previous quote.

18/070 School Building and grounds

18/071 GDPR Update
The Clerk presented the Data mapping document for GDPR. It was resolved to accept this and publish it on the website. In addition Cllrs CS & NH handed the Clerk their completed Checklists. The Clerk has also produced some guidance for the councillors which will be emailed out this week. The Clerk confirmed that the GDPR Action plan was now complete
Action: Clerk to upload Data Mapping document to the website and email out training material.
18/072 Mutual Self Help Scheme
The clerk asked if the Council wished to join the Self Help Scheme. It was resolved that the Council would not join this scheme

18/073 Co-option of a New Parish Councillor
Sheryl Fraser attended the meeting with a view to potentially becoming a Councillor. It was resolved that the Clerk would send out some information to Sherly

18/074 Emergency Text Alert Scheme
The clerk reported that she had received an email regarding the Text Alert Scheme. It was resolved that this was not necessary for Amber Hill.

18/075 Signage re Anglian Water work done recently on Sutterton Drove
The Councillors have received complaints regarding the signage as it stated that the road was closed, with no diversion indicated. This caused problems for the School traffic/taxi drivers as well as residents when in fact the road was passable throughout.
Action: Clerk to write a letter of complaint to Anglia Water
18/076 Revised Standing orders incorporating Planning decisions
The Clerk presented revised standing orders including dispensation for planning meetings as per advice from Michelle Sacks of Boston Borough Council. It was resolved to accept the new standing orders.
Action: Clerk to upload the new Standing orders on the website
18/077 Proposed Meeting dates for 2019
The clerk presented a list of proposed dates for meetings in 2019. It was resolved to accept these dates.
Action: Clerk to publish the dates on the website and noticeboard and notify Hubberts Bridge Community Centre
