18/094 Chairman’s remarks.
None
18/095 Apologies for absence and reasons given.
Cllr MB gave apologies.
It was resolved to accept the apologies
18/096 To receive any declarations of interest in accordance with the Localism Act 2011.
Cllrs RH & JW declared an interest in the decision to be made on Light no 5.
18/097 Police report.
No police present or report received.
Cllr CS reported there have been 3 separate thefts in the area from farms in relation to scrap metal and copper. It was also reported that 1,000 litres of oil had been stolen in the parish

18/098 Draft minutes of the meeting held on 21-01-19 to be confirmed and signed as minutes.
It was resolved to accept the above notes as minutes. They were confirmed and signed by the Chairman.

The clerk presented the LALC training invoice. It was resolved that this would not be necessary, particularly as BBC now do quite a bit of Councillor training
It was resolved to accept the accounts for payment.
Action: Clerk to make outstanding payments.
18/100 Planning:
B/19/0028 – Continued siting of temporary Mobile home to use as accommodation for agricultural worker at Mobs Eye Farm, Sutterton Drove
Consultation carried out as per delegation 3w of the standing orders. No comments or concerns were reported by either Councillors or residents and this was reported to the Planning department.
B/19/0018 – Demolition of existing detached dwelling, and erection of detached 2 storey dwelling at May Cottage, Chapel Lane
It was noted that this was a much smaller residence than the initial proposal, however still larger than the original property and not in the same footprint, however there would be no impact on the other residents. It was also raised that there has been no application received for the temporary mobile home that has already been placed on the site.
It was resolved that the clerk would pass these comments to the planning department.
B/18/0153/CD1 – Dovecote Farm, Sutterton Drove, change of use from Agricultural Land to residential curtilage.
Condition 1 with reference to landscaping – Details have now been received by the planning department and the condition has now been discharged
Action: Clerk to pass comments onto the planning dept

18/102 Clerks report.
2019-20 Budget - 2019-20 budget document updated and submitted to Boston Borough Council
New Councillor - Cllr S Fraser details added to the website and completed forms sent to Boston Borough Council.
Anglia Water – Letter of complaint - Received a call requesting more specific dates, 13/2 spoken to them and given details from facebook and they will get back to me next week. 19/2 received and circulated reply from Anglia water.
Highways Footpath No 1 - Reply received from Highways regarding Footpath No 1
Looking at the photos that you have enclosed, I do not think that there is anything there that warrants further action. Public Footpaths are often uneven, and users must be properly attired.
Planning Application B/18/0118 - Uploaded on BBC Website 7/2/19 by Planning Officer
Footpath Closure - I have found a closure notice for Footpath PROW 5 Between Sutterton Drove & Maryland Bank which came through on 10 December I had copied to my files but clearly did not print and action ( I do apologise) and wondered if this is the one you mentioned at the meeting. Copy on its way for the noticeboard. Period of closure for this footpath is up until 27/5/19 – Closure as & when required during this period.

18/103 Street light repairs
Cllr CS has taken a local electrician to inspect the lights, to confirm that replacements are necessary. They found that Light No 1 is in reasonable working order, however lights 4 & 5 are in appalling condition and need replacing. Cllr CS proposed that we question the decision by EON regarding light No 1, Light No 4 be replaced and a discussion held regarding whether light No 5 was needed as the school now have lights.
During the discussion it was also commented on the fact that these lights had not deteriorated to this extent in the 2 years that the Parish had been responsible for them and that past assessments while under the responsibility of Boston Borough Council should have picked up the appalling state they were in and been replaced prior to the handover to the Parish.
It was resolved that the Clerk would give the go ahead for Lights 4 & 5, and question the decision regarding light No 1 and raise concerns as to why these were not picked up on previous assessments.
Action: Clerk to confirm decision with Boston Borough Council and raise concerns regarding their appalling condition
18/104 Tritton Knoll Funding Application for noticeboard
The clerk presented the application she has put together to apply for Tritton Knoll funding for a new noticeboard. In addition it was requested that funding be applied for in connection to the light replacements as above.
Action: Clerk to complete and submit applications
