25/798 Apologies for absence and reasons given.

Cllr JW submitted apologises. It was resolved to accept the apology.

Cllr Suzanne Welberry (Borough Cllr) and Cllr Paul Lock (County Cllr) also notified the clerk that they would be unable to attend

It was resolved to accept the above notes as minutes.They were confirmed and signed by the Chair.

In addition, the clerk reported that she has received an additional invoice from Malc Firth for grass cutting in October 25 for 146.02 including VAT.  This invoice will take the grass cutting over the agreed budget of £750.00 for the year by £36.41.  It was resolved that on this occasion the payment would be made and that the clerk would list the dates and invoices and pass to the playing field committee so that they can monitor this going forward.

The budget to date was reviewed with income at 119% due to the addition of the playing field grant and expenditure of 123% to date again due to the playing field expenditure, with all other areas still under budget except Data protection as the increase came through after the budget was set. 

A cheque for the balance of the play area repairs was received at the meeting

Cllr EG checked and confirmed the bank reconcilliation.

The bank balances as follows:

Lloyds Current Account   £1,568.34        Lloyds Deposit Account   £9,869.79

It was resolved to accept the accounts for payment including the additional Invoice for Malc Firth. 

Action: Clerk to make outstanding payments including the additional invoice and send details of grass cutting to the playing field committee.

 

25/802 Planning:

B/25/0426 – Replacement chalet Bungalow with attach double garage at Cherrytree, Sutterton Drove

The owner has tried to save the original building but it is too unstable.No comments or concerns

B/25/0330 – Siting of single storey static mobile home to be used as short-term holiday accommodation at Claydyke Farm, Martin Cross Drove- No decision as yet

B/25/0341 - Installation of 4no biomass boilers/ stoves, 2no containers and 1no water tank at Waterside Farm, Claydyke Bank – No decision as yet

25/806 Interim internal audit report and parish email addresses

The internal audit report was discussed  and it was resolved that the clerk would set up remaining emails for Cllrs JW and EP and research the most cost effective solution for the Parish to have a gov.uk email address.  Clerk to also contact the church yard warden to confirm grass cutter is covered by their insurance and chase Boston Borough Council with regards to Cllr EH details not yet included on their website.

25/807 Donation requests from Citizens Advice and Lives

The clerk confirmed she has received donation requests from both Citizens Advice and Lives.  As the budget for this year has already been used it was resolved that this would be discussed in the new financial year.

Action: Clerk to add this to the May 26 Agenda

 

25/808 Review and Adoption of Publication Scheme

The clerk presented the proposed publication scheme based on LALC master form.  It was resolved to adopt the publication scheme.

Action: Clerk to add the publication scheme to the website.

 

25/809 Matters Arising

Cllr SE reported that the proposals for the split of the area into 2 which would see BBC merge with SKDC and NKDC. There will be a shadow council for a year to ensure a smooth transition.

He also reported that Dale Broughton was now in charge at BBC and everything was going well.

Action: None

 

It was resolved that the Council will move into closed session to consider the following confidential staffing and legal matters in accordance with the Public Bodies (Admission to Meetings) Act 1960

25/810 Clerks Appraisal

The Clerks performance review was fedback to the Councillors along with actions to move forward.The appraisal was then confirmed and signed by Cllr CS and EG

Action: Signed copy to be sent to all councillors

 

25/811 Budget Panning

Each line of the proposed budget for 2026-27 was reviewed in line with expected price increases. 

The Clerk was then asked to leave the room while the Cllrs discussed the clerks pay for the coming year.

The Budget was then finalised.  The precept figure of £4,058 was proposed by Cllr EG, seconded by Cllr EH with all other councillors voting in favour.

Action: Clerk to complete precept form once received and return to Boston Borough Council in January and send out a copy of the final budget to all Councillors
