26/845   To formally record the death of the former Clerk and RFO Nicky Bush 
Councillors attended the funeral, and would like to record their appreciation for Nicky’s dedication to the smooth running of this Council since 2018 she will be sadly missed.
 
26/846 Appointment of Interim Proper Officer/Responsible Finance Officer –
Proposal to appoint Kathleen Roberts as Interim Proper Officer/Responsible Finance Officer
under s112,s270 & s151 LGA 1972 until further notice –  Cllr GW, seconded Cllr EH      
Vote taken all in favour RESOLVED

26/850 Draft notes of the meeting held on 19.01.26 previously circulated to be confirmed and signed as minutes

26/851 To receive reports from  County Councillors. 
County Councillor Paul Lock – reported that Balfour Beatty are offering free time/ volunteers to carry out tasks for parishes – the applicants can be local groups or parish Councils – forwarding the application forms. LCC – have made small grants available to each Councillor that can also be applied for. 
Live “Fix my street” data is soon to be available to LC Councillors at meetings to enable accurate data is provided. 
Langrick Bridge is scheduled for some future works which will involve closure – details not currently available. 
Councillor Emily Herbert  asked if Sutterton Drove could be looked at again, particularly outside Cherry Trees, requesting if nothing can be done in the short term could Council please request some signage warning of the serious subsidence on the road.
 
26/852 To consider and prepare an advert for a new clerk/RFO.
 Cllr Bowler produced an advert, all were passed a copy, no discussion.
It was agreed that this would be sent to LALC for publication by Cllr Bowler, a closing date of 10th April with interviews to be carried on week commencing 13th April.
 
26/853  To determine the 3 members of the recruitment panel. 
Chair suggested Cllrs Winman, Bowler and Gadd - this was agreed.
 
26/854  To review the IT and email policy for Amber Hill Parish Council.
All Councillors had been sent an emailed copy 7days previous and given a paper copy at the meeting  Cllr GW proposed the policy be adopted in its current format , seconded by Cllr EH all voted in favour RESOLVED
 
26/855 To consider the purchase of the Lap top for £100 currently being used to carry out the requirements of Council by the temporary clerk. 
The temp clerk had brought the HP laptop to the meeting for Cllrs to inspect if required. Proposal to purchase Cllr RB seconded Cllr EH all in favour RESOLVED - HP intel Core i5 serial number 5CG50522ZGZ will be added to the current asset register at a value of £100
 
26/856 To consider the requirements for the bank mandate changes –  No action to be taken until a Clerk is employed following interviews– Cllr Bowler will take control of all finances.

Hubberts Bridge – Community centre hire March meeting  £24  Boston borough Council street lighting 1/11/24 to 31/10/25 invoice date 24th Feb cost £343.01    Clerk has been informed that Boston Borough take this directly from the precept request before issuing the balance. Temporary clerk hours worked to date from 5/2/26 -  9/3/26 (14) invoice £211.12  plus invoice for laptop as above £100

26/859 Clerks report – The company offering provision for Gov.Uk email has forwarded an invoice to Council for the fees – they have been understanding and offered their condolences to Council on the loss of the Clerk, Nicky, and are willing to cancel this if this is what Council wish to do. Proposal Cllr RB to stay with Parish online as this email has been distributed and is working fine. Seconded Cllr GW, all in favour RESOLVED
Temp Clerk will advise them of this decision and thank them for understanding.

All agreed Clerk to add to website and book on the Hallmaster app for Hubberts Bridge Com Centre.

Lincolnshire County Councillors left the meeting
 
a. To approve temporary employment and agree conditions of contract of temporary clerk including hours worked prior to March 1st. Invoice provided.  Payments as list above approved and paid via cheques. £211.12 will be logged with HMRC for income tax purposes.  Approved
 
b. To agree salary scale and hours for recruitment documents – NALC Contract of work? 
NALC Contract not used – Council produced their own version based on employment law, pay is to be a lump sum. 
Clerk agreed to work a maximum of 2 hours a week for the agreed sum which will be logged with HMRC for income tax purposes. Contract dates 1st March to 31st May
