Minutes of the meeting of Amber Hill Parish Council held on 20th January 2020

19/070 Chairman’s remarks.
None
19/071 Apologies for absence and reasons given.
Cllr G Cornah (BBC) & Cllr Chelcei Sharman (BBC) gave apologies due to a full Borough Council meeting. It was resolved to accept the apologies
19/072 To receive any declarations of interest in accordance with the Localism Act 2011.
None
19/073 Police report.
No apologies or report received from PCSO Williams and no reply has been received from the email sent after the last meeting querying the no incidents report received when there had been.
It was resolved that the Clerk contact Sgt Dickinson regarding this.
It was reported that there had been incidents of Hare Coursing and a gate stolen since the last meeting
Action: Clerk to contact Sgt Dickinson regarding not receiving visits or reports
19/074 Draft minutes of the meeting held on 18-11-19 to be confirmed and signed as minutes.
It was resolved to accept the above notes as minutes. They were confirmed and signed by the Chairman.

The Clerk reported that the seconded precept payment has now been received. It was resolved to accept the accounts for payment.
Action: Clerk to make outstanding payments.

B/19/0362 Extension of existing Glass Houses and construction of surface water irrigation reservoirs at Silvermist, Lineside.
Decision Granted
In addition, the Clerk informed the Cllrs she has now received a planning application for the Golf Club which is substantial and that the owner has rung and offered to come and speak about the plans. It was resolved that an EO meeting would take place on Monday 3rd February and the owner be invited
Action: Clerk to arrange EO meeting. and arrange for the Golf Club owner to attend.

The Clerk was informed of the location of the overhanging trees to enable them to be reported
The Clerk reported that she had received an email from a resident regarding concerns over dangerous driving and her children feeling unsafe due to actions of others. This has previously been reported to PCSO Williams; however the response was that this needed to be reported directly by the residents concerned. It was suggested that maybe the Council could contact the letting agent.
Action: Clerk to report location of the overhanging trees to Highways. Clerk to report back to the resident and look at whether it is possible to contacting the Letting Agent.
19/079 Flood Risk
It was discussed as to whether the Parish Council needed to put together a Flood Risk plan but it was resolved that this was not necessary as residents receive alerts direct
Action: None
19/080 Clerk’s Equipment
Due to January workload the Clerk has not yet had a chance to look at this fully. It was resolved that this would be deferred until the next meeting

19/081 Speeding in the Village
A number of incidents of speeding in the village have been noted on facebook, again from the Taxi firms and the staff of the School. It is believed that some residents have contacted one of the Taxi firms but there will be a number of them as Lincs County Council award individual contracts for individual students. It was resolved that the Clerk would again write to the School and to Lincs County Council regarding this.
Concerns were also raised that the verges are currently very soft and that some residents have placed blocks on the verges outside their properties which can be a hazard when someone is passing at speed. It was resolved that the clerk promote care on the roads, many are not gritted and the verges soft and also look into the regulations regarding placing blocks on the verges.
With the increase in traffic it was also noted an increase in potholes and it was resolved that the Clerk would promote the Fix my Street web page for them to be reported on.
Action: Clerk to write another letter to both Lincs County Council and the School asking that they speak to taxi drivers and staff again. Clerk to promote safety on the roads.
