24/702 Chairman’s remarks.
Cllr CS welcomed everyone
24/703 Apologies for absence and reasons given.
Cllr Suzanne Welberry (Borough) notified the clerk she would not be able to attend
24/704 To receive any declarations of interest in accordance with the Localism Act 2011.
24/705 Draft minutes of the meeting held on 15-07-24 to be confirmed and signed as minutes.
It was resolved to accept the above notes as minutes.They were confirmed and signed by the Chairman.
24/706 Financial matters: Accounts for payment and budget figures, including report, up to 13.09.24.

The clerk advised that we have received a donation request from Citizens Advice, it was resolved that this would be considered in May 2025 as the budget for this year has been used.
The clerk reported that the second precept payment has now been received and proposed that £1,000 be transferred to the savings account to attract interest until needed.
The budget to-date was reviewed, currently the council are still under budget and the bank reconcilliation was confirmed with the bank balances as follows:
Lloyds Current Account £645.05 Lloyds Deposit Account £7,986.26
It was resolved to accept the accounts for payment and make the transfer to the savings account.
Documentation was handed over to Cllr EG with regards to online banking, nothing has yet been received for Cllr CS and it was resolved that the clerk would contact the bank to establish why nothing has been received. Once Cllr EG confirmed she is able to log on then the request for second authorisation on line would be submitted to Lloyds bank.
24/707 Planning:
Planning Decisions
B/24/0207 – Change of use of agricultural building to 2 no dwelling houses at Barn two, Martin Cross Drove
Prior approval given on 18/07/24
B/24/0228 - Construction of 1 no. new dwelling including change of use of agricultural land to residential. Change of use of exisiting agricultural building to be used for residential storage at Land to the North of Harrisons Drove
No decision as yet, Cllr S Evans reported that the planning department has spoken to him with regards to our objections and he has looked at the plans and reported back his agreement to the objections.
Wiltrans Appeal - No further updates received, Cllr Evans will speak to the planning department to establish progress on this.
Ecotricity – Heckington Solar Farm- No futher updates

24/710 Speed Indicator location
It was agreed that the location suggested by the Lincolnshire Road Safety Partnership would be used, and if necessary, a post extension can be added. The clerk to add the device to the insurance policy.
Cllrs CS, GW and NH are going to fit the device and look at potentially converting the device to solar if possible.
The clerk confirmed that she has spoken to Wigtoft Parish Council clerk who will contact us once they have permissions for their locations to confirm sharing arrangements.
Cllr Brooks was thanked for his offer and assistance in this, and it was agreed that a letter of thanks would be sent to Swineshead Parish Council.
Action: Clerk to send letter of thanks to Swineshead Parish Council and add the device to the insurance
24/711 Hedge passing through village
The hedge by the play area entrance has now overgrown, which is obscuring visibility for children when leaving the play area which is a safety concern. Cllr MB advised to report it on fix my street along with photographs showing the reduced visibility.
Action: Cllr CS to take photographs and report on fix my street.
24/712 Light next to defibrillator
The lighting of the defibrillator was discussed, and it was resolved that the Clerk would contact the School with regards to us purchasing and putting up a solar light so it is better lit in the evenings.
Action: Clerk to contact the School to see if they would be happy with this, and then purchase and arrange installation of the light
24/713 Remembrance
Cllr EG agreed to liaise with the Pilgrim School regarding this year’s remembrance service and will pass the poppy wreath to them so that one of the children can place it on behalf of the village. Cllr RB will arrange for the poppy nets and flags to be put up again.
Action: Cllrs EG and RB to make arrangements.
24/714 Matters Arising
Newsletter – Cllr GW confirmed that most of the newsletters have been distributed, with just a couple of areas to do. Cllr CS and GW confirmed they would do these in the next couple of days.
Cllr CS reported that there is a large dip in the road at Dovecote Bridge, yellow lines have now appeared so hopefully a repair should take place soon. Cllr MB agreed he would check the schedule of works
Cllr Stuart Evans confirmed that he has been accepted by the Conservative party to stand for election in the Lincs County Council elections next year.
