Minutes of the meeting of Amber Hill Parish Council held on 15th June 2020

20/001 Chairmans remarks.

Glad to see everyone looking well

 

20/002 Apologies for absence and reasons given.

Cllr N Hardy gave apologies. It was resolved to accept the apologies

 

20/003 To receive any declarations of interest in accordance with the Localism Act 2011.

Cllr EG & CS declared an interest in item 15 - footpaths

 

20/004 Police report.

No police present or report received. The Clerk was unsure if she had sent out the email to let them know the meeting was taking place. It was resolved that the clerk would contact PC Williams for a report.

There have been two reported crimes within the parish since the last meeting was held

1 x Assault and 1 x Criminal Damage, both at a property on Sutterton Drove

ACTION: Clerk to contact PC Williams for a report

 

20/005 Draft minutes of the meeting held on 16-03-20 to be confirmed and signed as minutes.

It was resolved to accept the above draft as minutes. They were confirmed and the Chairman agreed to meet the Clerk for signing purposes.

It was resolved to accept the accounts for payment and that physical signatures would be completed at the next physical meeting.

Cllr GC confirmed staff were now returning to the Borough and therefore planning is now getting back to normal, initially there was a shortage of staff which led to delays.

20/010 Final Accounts for 2019-20 and Audit report

The Clerk presented the final accounts and bank reconciliation for 2019-20 for approval.

It was resolved to accept these

The Clerk then presented the Audit documents and the Internal Auditor report, going through each section for approval.

It was resolved at each stage to accept these and that the Chairman would visit the Clerks office to provide signatures

It was resolved that these would then be published and submitted to the External Auditor

ACTION: Cllr CS to sign Audit documents. Clerk to publish and submit Audit documents.

 

20/011 Insurance Renewal

The clerk reported that the insurance premium had increased by 42pence. It was resolved to accept this as the insurance is on a fixed period contract. It was resolved that the clerk would look into when this is due to expire.

ACTION: Clerk to investigate when insurance deal ends

 

20/012 Donation requests

The clerk reported that donation requests have been received from Lives, Citizens Advice Bureau and Marie Curie. It was resolved that this would be put back to the next meeting as all charities are in a difficult position and there may be more asking for donations

ACTION: Clerk to move requests to the next agenda

 

20/013 Road Conditions

Councillors reported that road surface dressing had begun today

ACTION: None

 

20/014 Footpaths

Councillors reported that a couple of residents had commented on the condition of the footpaths. Mr E Panton has offered to plough over and reinstate the footpath crossing his land and Cllr CS confirmed he would be cutting footpaths on his land once crops have been harvested. The Clerk confirmed she had never received a response to requests for a quote for these. It was resolved that Mr Panton would be given the go ahead and that another attempt be made to gain quotes and that Cllr JW would contact the grasscutter that currently does the playing field.

It was discussed that the hedges in the centre of the village have still not been cut back as new tenants are now in these properties. It was resolved that the clerk would write a nice letter to these residents asking them to cut them back.

ACTION: Cllr JW to contact Grass Cutter, Clerk to write to residents

 

20/015 Items for inclusion at next meeting.

Donation requests

Cllr MB informed the Councillors that as County Councillor he has been given a Covid 19 fund to distribute and asked if there were any groups within Amber Hill that were supporting others that could benefit from this fund.

In addition, Cllr MB informed the Councillors that there will be a Community Maintenance mobilised from 7th December 2020 to 22nd Jan 2021 and that any concerns should be reported now on Fix my street
