22/0228 Chairman’s remarks.

Vice Chair Cllr EG led the meeting as Cllr CS was unable to attend

Following discussion, it was resolved that there were no objections

The clerk reported an update on this planning application and is was resolved that the Clerk would email Boston Borough Council to reinforce their previous comments regarding the need for a Horticultural/Agricultural tag on this development

 

Ecotricity – Heckington Solar Farm

No further updates at this time

 

Cllrs reported that there is someone living in a motor home on a property that planning permission has been granted for, however the person in question is not involved in the development.  It was resolved that the Clerk would email the planning department.

  • Contacted War Memorial trust to establish our responsibilities regarding War Memorial.  We do not own it and are not directly responsible for its maintenance/repair

The Clerk asked Cllr JW if she would complete the Asset inspection record for the noticeboard as she currently updates the noticeboard.  The Clerk confirmed that although the Memorial is currently on our Asset Register it is not actually owned by ourselves and it was therefore resolved that this would be reflected on the asset register.  The Clerk also advised that if there are any problems or issues with the memorial that these should be submitted to the War Memorial Trust via their website.

 

The clerk advised that LALC now have a new online platform submitting questions and queries and that she had noticed a couple of new templates – Agenda/Budget planning, which she will have a look with a view to making any changes to our current templates

The Clerk also raised an article covered in a  NALC email addressing other Parish Clerk questions:

Cancelling a meeting (eg heat wave)  -once the meeting has been called it cannot  be cancelled – must attend and then declare it non quorate if there are not enough attendees

 

The clerk confirmed she has received the data request form from the internal auditor and that this would be completed and returned in the next couple of weeks

The Clerk had planned to arrange for her Clerks review to take place prior to this meeting however did not as the Cllr CS the Chair was not going to be present with the meeting being delayed.  She proposed that it take place prior to the next meeting so this can be feedback at that meeting when the budget is being discussed

 

The Clerk confirmed she has made a start on the funding application for the Defib but has not heard back from the Caretaker as yet.  Once this has been completed then a copy will be sent to Helen Garratt to see if she has anything further to add to support our case

Due to the rising costs of postage, the clerk asked if the Councillors would be happy to receive documentation at the meeting rather than them be posted out as they do receive electronic copies when the Agenda email is sent out.  Councillors agreed they would be happy to receive them at the meeting.

 

Action: Clerk to update the Asset register, review new template documents, return data request to Internal Auditor, submit review documents to Cllrs EG & CS

 

22/236 Litter picking

Cllr RB reported that there has not been so much litter lately and advised that she will plan a village litter pick in February.  There are residents that continually litter pick as they are out walking.

She also advised that there had been several incidents of Fly tipping in the village.  Residents have reported these and documentation found within the fly tip has enabled the source of the Fly tip to be identified, which has been passed onto Boston Borough Council who are looking at prosecuting.

22/237 Remembrance 2022

The Clerk handed over the remembrance flags to Cllrs to arrange for residents to fly them.  She confirmed the wreath had been ordered and was being delivered to Cllr EG direct.

The Clerk discussed that she was not able to find lamp post poppies and it was resolved that the Lorry poppies would be sufficient and that 10 should be purchased

The Clerk confirmed that she had received an email from the Pilgrim School asking what part we would like them to play in the service.  It was resolved that Cllr EG would contact them direct rather than via the Clerk.

Cllr RB confirmed that there were several residents knitting and crocheting poppies, and it was resolved that the Clerk would ask Pilgrim school if these could be attached to their fence as this surrounds the Memorial ground.  Cllr RB agreed to collect these poppies to pass to Rachel Hunn who was co-ordinating with the WI who are also making them for Amber Hill

Action: Clerk to order Lorry poppies, ask the School if the knitted poppies could be tied to their fencing and forward details to Cllr EG so that she can make contact with the School regarding the service

 

22/238 Civility and respect policy.

The Clerk discussed the new Civility and Respect Pledge, confirming that some of the elements we already subscribe to, however some areas we do not at present, however we can work towards this. It was resolved that the Clerk would put together the Dignity at work policy based on the template received from LALC which will replace the bullying and harassment policy which would be another step towards the Pledge

Action: Clerk to prepare the Dignity at work policy for the next meeting

22/239 Police Questionnaire

The Clerk ran through the questions on the questionnaire for the Cllrs to give their collective responses

Action: The Clerk to complete and submit the questionnaire with the answers given

 

22/240 Parish Councillor Vacancy.

The Councillors discussed the application received for the position on Parish Councillor and it was resolved that the applicant would be offered the position

Action: The Clerk to contact the applicant to offer them the position
