22/591 Chairman’s remarks.

Cllr CS welcomed everyone to the meeting.

Cllr JW gave apologies; it was resolved to accept the apologies.

LALC invoice for 23-24 subscriptions - £87.76 - due for payment 01/04/23

It was resolved to accept the accounts for payment and to make the LALC payment on 01/04/23

 

   bDiscussion regarding earmarked funds. 

It was resolved that the following amounts would be moved to Earmarked funds

£600 to Footway lighting repairs to reduce the provision in future budgets

£600 to Election costs to ensure that in the event that the election is contested funds will be available and if not used reduce the provision in future budgets

£500 to ringfenced for Defibrillator to support any grant funding received for the purchase of a Defibrillator for the village

 

   c Bank Reconciliation and final accounts for 2022-23

The Clerk presented the final accounts for 2022-23.

It was resolved to accept these final accounts following the adjustment for the amendments to the earmarked funds in minutes no 22/595b

22/596 Planning:

B/23/0062 - Proposed extension and erection of detached garage to existing former agriculatural building at Claydyke Barn, Martin Cross Drove

There were not comments or objections

 

B/23/0059 – Proposed change of use from agricultural use Class B8 light distributuion (works already started/completed) at Willtrans Ltd, Tractor shed off Ullyatts Drove

Following discussion Councillors raised the following concerns.

 

The application states that they currently employ 24 staff and this will rise to 30 staff.

Concerns were raised with regards there being no drainage or foul sewage disposal on site and question how facilities are going to be provided for the staff on site.

 

The site leads onto a single-track road and there are concerns that the increase in traffic, being 3.5T up to 7T vehicles, will have an impact on the roads and other users.

 

The derelict house directly opposite has recently been granted planning permission (B/22/0364) to be brought back into residential use and having the entrance of a distribution company could potentially have a detrimental effect on any residents at his property.  Although the hours stated are restricted, if changes to customer requirements change will this then be expanded to meet those requirements.

 

There is also the following statement made on the design and access statement.  The Councillors have confirmed that this statement is untrue and that none of them have been approached by the applicant.

 

Consultation -

The client has approached members of the local parish council informally regarding the proposal and so

far, has had no negative comments regarding the scheme.

22/599 Litter Picking

Cllr RB reported that there had been a dead sheep dumped in the village in a plastic bag.  This has been reported to BBC as a fly tip however they do not remove items of this nature stating that it is the responsibility of the farmer, however on this occasion it is actually a fly tip not a local farmer. Cllr CS suggested that it be buried at its current location.

Cllr RB confirmed that litter in the village continued to be better as residents are picking it when they are out walking.

22/600 Donation request – Citizens Advice

The clerk reported that the budget for this year was used up at the last meeting and it was resolved to move this item to the next agenda in the new financial year.

ACTION: Clerk to move this to the May 23 Agenda

 

22/601 Meeting Dates for 2023-2024

The Clerk presented the proposed meeting dates for the next year and confirmed the May meeting is within the required time scale following the election.  It was resolved to accept these dates.

ACTION: Clerk to post the dates on the website and send the list to Hubberts Bridge Community Centre to confirm the booking of the meetings
