Cllr CS welcomed Cllr Suzanne Welberry as our new independent Borough Councillor

 

23/632 Apologies for absence and reasons given.

Cllrs S Evans and M Brookes gave apologies. It was resolved to accept the apologies.

23/636 Planning:

The clerk presented a document for publication on the website with regards to the planning permission process and the Parish’s role in consultation.This document lists the ‘material considerations’ which any application can be judged against along with those that cannot be taken into consideration.

The Clerk also presented a check sheet for the consultation purposes to ensure judgements are only made against material considerations.

An email has been received to say they are no longer going ahead with the South site (southeast of Sleaford) but will be going ahead with the North site (north of Heckington).The application is expected to out for consultation in winter 23/24

The clerk added that she had received a letter from a resident who has been rejected School transport and asking if there was anything we could do to help resolve this.  The clerk confirmed she had looked on Lincs County Council website and found a contact with regards to risk of exclusion and passed these details on to the resident.  It was resolved that the Parish having now powers in this area could only advise the resident to contact the Education Authority

Action: Clerk to respond advising to contact the education authority.

  • Sent further letter to LHP and sent copies to Cllrs SW & SE.  Both have responded to say they will follow up with BBC.  Cllr SW said there are other similar issues with LHP that she is aware of

The Clerk added that she had this afternoon received an email from Lincs Community Foundation with regards to the grant application which has been denied as we are not in the eligible area of 5km radius of the substation at Bicker.  Other options will continue to be looked at

23/639  Litter Picking

Cllr RB updated on ongoing issues of previous fly tips that have not been taken forward and the information/photographs have now been reported to a more senior member of staff, who is looking into this.  We have a really good group of litter pickers in the village at the moment who are very keen and proactive.

 

23/640 State of the roads

Cllr MB has sent in a report detailing the conversations he has been having with Linc County Council Highways department and he has been on a drive round with a member of the department. Works that need doing have been agreed and forward planning briefs have been put into the system so they can be included in the Highways works plan. He will continue to monitor this at his monthly meetings with them.

A complaint has been received regarding the bollards down Maryland which are narrowing the road and means that two lorries are unable to pass each other and so one has to wait for the other to pass before proceeding.  The bollards are on the verge which is part of the highways land.  It was resolved in the first instance Cllr CS would speak to the business owners to try and resolve this.

Action: Cllr CS to speak to business owner with regards to removing the bollards.

 

23/641 Newsletter

Cllr GW has prepared the newsletter apart from the Chairmans report which Cllr CS handed him at the meeting.  He confirmed he would circulate the draft to all Councillors in the next couple of days for review and comment.  Once the newsletter has been agreed these will be sent out to print as the Clerk no longer has the facilities to print inhouse.  The letters will then be distributed by the councillors.

Action: Cllr GW to send out the newsletter to all councillors for approval.

 

23/642 Matters Arising

Cllr SW updated on progress with regards to the Council and LHP assisting their resident with the rubbish situation and a lot has now been cleared.  Cllr NH has been assisting with the front garden.  He commented that the drain at the side of this house is also overgrown and previously Black Sluice had come and cleared this.  Cllr SW confirmed she is a Council representative on the Black Sluice and asked that precise details of the location be sent to her and she will speak to them.  She confirmed she will also follow progress with regards to LHP.

Action: Clerk to send location details of the drain to Cllr SW.
